Biography: 

(1900–87), lawyer; member, NAACP National Legal Committee; assistant executive secretary (Oct. 1941–July 9, 1943) and deputy chair (July 13, 1943–Feb. 1946), FEPC; acting general counsel and director, Legal Division, FEPC (1943–45); associate professor and dean, Howard University School of Law (1946–58); later human rights commissioner; vice-chancellor, U. of Nigeria. AB, LLB, JSD, U. of Calif., Berkeley. In 1948, the NAACP consulted with him on the proposed content of Truman’s executive order against employment discrimination by the federal government.
