(1885–1952), president, University of Miami (1926–52); regional director, War Manpower Commission, Region VII (Atlanta office); assigned to ensure blacks received aircraft training in Alabama (1942); issued statement that Alabama Dry Dock and Shipbuilding Company was not necessarily in full compliance with EO 8802 when it employed black welders but in segregated units.
