(1907–72), of Mass.; chief of labor section, Sugar Div., USDA (1935–43), whose testimony, on relatively high living standards of sugarcane workers before Civil Liberties Committee of U.S. Senate, Mitchell questioned after U.S. Sugar Corp. indicted on peonage charges in 1942; held many posts in State Dept.
