Biography:
(1867–1955), newspaper editor and publisher; president (1933–49) and chair (1949–51), U.S. Civil Service Commission. In 1947, he ensured that qualified black candidates would be hired by the U.S. Postal Service in Winston-Salem, North Carolina. A native of Scotland. In 1944, he received a letter from the FEPC.
