From: Clarence M. Mitchell
Director of Field Operations
Subject: Adapting Local Employment Office Operations to Meet Reconversion Requirements
August 17, 1945
After reading the above mentioned War Manpower Commission Instruction No. 831, I talked with Mr. Donald Kingsley, Deputy Executive Director of the War Manpower Commission, for the purpose of pointing out that treatment of minority problems is not mentioned in this instruction.
He stated that this was gotten together in a rapid fashion to meet the V-J Day requirements, and is a preliminary document only. Mr. Kingsley said that there is a longer WMC program in the making which will amount to about fifty pages, and in this document, there is considerable treatment of the minority problem. This will be sent to us for suggestions before it goes out. He hoped to have it ready for our perusal within the next week or two. I will keep you informed of developments.
This effort to obtain cooperation from the WMC, in keeping with Mitchell’s request to the regional directors in a memorandum on 7/27 for “Suggestions on New Ways for Operation for Maximum Results,” conforms with Carlos Castañeda’s response on 8/2/45. See Castañeda to Mitchell, memorandum, 8/2/45, FEPC RG 228, box 469, Trimble Files, DNA. For context, see the section on the WMC and USES in the headnote on Relationships with Federal Agencies.
