Mr. Will Maslow

Clarence M. Mitchell

Report for Week Ending January 15, 1944

OUTSTANDING EVENTS AND PROBLEMS.

This week, Captain Atkins, of the Navy Department, reported to Mr. George Johnson, Deputy Chairman, on a controversy at Dravo Shipbuilding Company, Neville Island, Pennsylvania. Thirty-five Negro workers were discharged in connection with a wage dispute. At present, no FEPC action seems necessary, but we are keeping in touch with the situation. Mr. Elmer Henderson, Director of Region VI, reported that the strike involving Negro workers in the Illinois Ordnance Plant at Herrin, Illinois, has been settled.1

IMPORTANT CONTACTS WITH REGIONAL OFFICES, OTHER DIVISIONS, AND OTHER GOVERNMENT AGENCIES.

Because of a request from Region II, a ruling is being sought from the Deputy Chairman on whether proposed employment of all-Negro deck crews on ships of the Texas Oil Company is discriminatory. Region II has also asked whether certain Army hiring regulations on Japanese are discriminatory. Additional information has been requested. The Regional Director of Region II proposes that he be given jurisdiction over all War Shipping Administration cases on the East Coast. Additional information is being requested.2

A question involving the operating agreement with WMC arose in Region V. This matter is fully explained in a memorandum being prepared.3

Region VI is being advised that the Deputy Chairman has ruled we have no jurisdiction over motion picture theater employment complaints.4

A question of jurisdiction over a case involving the St. Louis and San Francisco Railway in Region IX has been submitted to the Deputy Chairman for a ruling.5

Region X raised a question on the handling of railway complaints, and the hearings division indicates that a special new instruction is being prepared on this. Requests for additional office space and personnel matters in Region X have also been acted upon and explained in attached memorandum.6
