(1910–97); staff member, Labor Branch, War Dept., in discussions on FEPC cases in St. Louis, New Orleans; sought relaxation of regulations against filling of discriminatory work orders by USES at Todd Johnson Dry Docks shipyard, New Orleans; subsequently headed govt.-sponsored economic mission to Spain; held other govt. posts (through 1954); prof. of economics, Syracuse U. (1951–68), of business economics, U. of Mass., Amherst (1975–90). Graduated U. Penn (1931); PhD, Ohio State.
