Smith, Howard Worth

Biography: 

(1883–1976) (D-Va.), lawyer and judge; U.S. representative (1931–67); sponsor, Alien Registration Act (Smith Act, 1940) and War Labor Disputes Act (Smith-Connolly Anti-strike Act, 1943); chair, Select Committee to Investigate Executive Agencies (Smith Committee) which challenged jurisdiction, actions of FEPC, various other government agencies (1943–44); chair, House Rules Committee (1955–67). A consistent opponent of the FEPC, he supported segregation, the Taft-Hartley Act, and the “Southern Manifesto.” As early as 1945, however, he endorsed an equal rights amendment for women.
