Schwellenbach, Lewis Baxter

Biography: 

(1894–1948) (D-Wash.), lawyer; U.S. senator (1935–40); delegate, Interparliamentary Union at The Hague (1938); judge, U.S. District Court for the Eastern District of Washington (1940–45); U.S. secretary of labor (1945–48). As secretary, he participated in conferences with civil rights leaders, ended segregation in USES offices in Washington, D.C. (1946), and conferred with Mitchell on access of blacks to training programs.
