(1915–2002), asst. prof. of economics, Colo. State U. (1937–41); examiner in charge, Region XII (San Francisco office), FEPC in 1945; appointed regional dir upon Kingman’s resignation, but unable to serve; replaced by Bernard Ross; praised by Mitchell, criticized by others for zeal in FEPC cases; later defended by Mitchell, Kingman in loyalty investigation (1955); later, dir. of race relations, Office of Housing Expediter, Seattle; Federal Housing Admin., L.A.; Public Housing Admin., NYC (1946–55); housing dir., New York State Commission for Human Rights (1955–64); exec. dir., Natl. Committee against Discrimination in Housing, NYC (1964–72); consultant on race relations; special asst. for policy development (1975–79), regional dir., mid-Atlantic region, U.S. Commission on Civil Rights (1979–80s).
