Biography: 

(1900–71), Harvard-educated New York lawyer, assoc. exec., civil service reformer, conservationist; head of Employment Branch, Div. of Shore Establishments and Civilian Personnel, Navy Dept. (1945). Mitchell conferred with him on Navy regulation forbidding employment of Japanese Americans at naval establishments on West Coast (1945).
