(1911–90), atty., Office of Asst. Secy. of War (1940–46); when in office of civilian personnel, War Dept., in meeting with FEPC (1943); as member Industrial Personnel Div., Army Service Forces, assisted in attempt to settle Shell Oil case (1945); later, special asst. to secy. of defense (1947–49); held many other govt. posts.
