of Toledo; counsel, International Association of Machinists (IAM) (1921–48); as international union representative, agreed that bans on admitting blacks to local lodges were wrong and that local leaders would not interfere with full utilization of black workers (1944); black workers, however, charged that agreement was not adhered to in Texas and Pacific Railroad case.
