(1908–1985), white lawyer from Virginia; reviewer, then trial examiner, NLRB (1939–43); disputes director, West Coast Region, NWLB (1943); FEPC field investigator of copper industry cases in Southwest on discrimination against Chicanos; FEPC trial attorney assigned to hearings on Southwest cases (1944); director, Region VII (Atlanta), FEPC (1944); perceived as militant, ordered to leave by Atlanta City Council; returned to FEPC legal div. as hearings examiner, Western counsel (Nov. 1944); worked on important cases in L.A., Southwest.
