Biography:
(1908–83), exec. asst. to chair, Natl. Defense Research Committee (1942–43), chief of div. III (1943–45); pres., Purdue U. (1946–71). Mitchell reported (1943) that because Hovde’s agency (NDRC) conducted secret, technical military-related research for army, navy, it was hard to tell whether his agency was following FEPC employment guidelines.
