Biography:
(1906–86), assistant to the secretary, NLB (1933–35); member (1937–42) and chair (1942–44), New York State Labor Relations Board; in negotiations with FPEC on Norris Stamping and Mfg. Co. case; chair, NLRB (1945–53). In 1949, he conveyed the NAACP’s views on provisions of the Taft-Hartley Act to the NLRB.
