Biography:
(1906–99), born in Indiana; director, Region V (Cleveland), WMC (1942–45); executive director, WMC (1945); director, USES (1945–48); director and later administrator, BES, Department of Labor (1948–69); executive director, Office of Defense Manpower Administration (1950–53); associate manpower administrator for unemployment insurance, Manpower Administration (1969–74); associate vice president, ICES (1974–79). Mitchell conferred unsuccessfully with him on preventing discrimination by the USES after its return to state control. He was a consistent roadblock to ending discrimination in employment in the defense industry and government.
