Biography:
(1905–96), chief of labor supply, OPM; member, WMC; member, USCSC (1939–48); president, Ohio Wesleyan University (1948–51); assistant to director (1951–53) and director (1953–58), ODM; secretary, HEW (1958–60); chair, WHCA; chair, USCA. He was consulted by FEPC on policies on hiring of Japanese Americans at naval establishments. In 1951, the NAACP conferred with him on the enforcement of nondiscrimination clauses in government contracts.
