(1907–1984), black Detroit resident; supt., Dept. of Public Welfare, Detroit (1931–36); state supervisor, Mich. Unemployment Compensation Commission (1938–41); asst. to Robert Weaver in OPM’s Negro Employment and Training Branch (1941); race relations specialist, working with OPM, WPB, WMC, FEPC (1943–45); negotiated jobs for blacks in auto industry; dir., Region V (Cleveland), WMC. Later, employment specialist, USES; racial relations officer, PHA; equal opportunity dir., Housing and Home Finance Agency, HUD (1950s–70s). Born in Ala.; educated in public admin., Wayne State, U. of Mich.
