Carr, Robert Kenneth

Biography: 

(1908–79), professor, Department of Government, Dartmouth College (1937–60); executive secretary, President’s Committee on Civil Rights (1945–48); president, Oberlin College (1960–70). In 1948, he wrote To Secure These Rights, which outlined the role the federal government should take to aggressively fight racial discrimination; the previous year, Carr had sought information from Walter White regarding the role of the federal government in protecting civil rights and in using the criminal sanctions in federal law to do so.
