Biography: 

(1872–1964) Born in Sweden; director, Women’s Bureau, U.S. Department of Labor; investigated statements of Elsie Wolfe (of her department) on employability of black women in Mississippi; told officials of General Tire and Engineering Company that Wolfe’s statements were contrary to bureau’s policy.
