MEMORANDUM

To: Mr. Malcolm Ross
Chairman

From: Clarence M. Mitchell
Associate Director of Field Operations

Subject: Minutes of the Meeting with Post Office Operations Board

There are two matters which are not taken care of in the minutes sent to us by the Chairman of the Operations Board.1

The first, is information given by one of the officials present, on the right of the laborers to be restored to their former jobs if they accept war service appointments as carriers or clerks. You will recall, that one of the officials present, stated that such assurance is given to individuals by the over-all Post Office policy. Since this is an important element in our Dallas case, I believe we should remind Mr. Gartland that this was left out in the report.

The second thing, is the estimate of Negroes employed by the Post Office Department. On page 1739 of the minutes submitted to us, Mr. Gartland is quoted as estimating the number of Negro employees as 10,000 of a total of 370,000 persons. However, in the closing paragraph of the minutes, where we discussed the question of statistics, no mention is made that Mr. Gartland agreed to submit an official estimate to us. Of course, we could regard the figure of 10,000 as an official estimate since it is contained in the minutes. I have given this to the Division of Review and Analysis for its report.
