Biography:
(1906–95), Harvard-educated lawyer and Labor Department solicitor; member, NLRB (1941–46) where he confronted counsel for the NAACP concerning segregated union locals. He participated in cases against Oregon Shipbuilding Corp. and Kaiser Co. He later helped draft the Taft-Hartley Act of 1947 and subsequently served as a judge for the U.S. court of appeals for the District of Columbia (1970–76; senior status, 1976–80).
