Rankin, John Elliott

Biography: 

(1882–1960) (D-Miss.), lawyer; U.S. representative (1921–53). First elected to Congress in 1920 on a white supremacist platform, he was a segregationist who consistently opposed civil rights legislation. His congressional district had the highest poll tax in the country.
