(1899–1978), accountant; professor of economics, Lincoln University (in Missouri) (1936–46); principal housing analyst, NHA (1946–49). In 1946, Mitchell sent a memorandum to McGraw and Frank Horne outlining questions concerning the FHA’s continued role in the postwar world as it concerned the plight of black Americans.
