(1903–91), of Phila.; former Phila. parole officer, investigator, supervisor with the Pa. Dept. of Public Assistance; appointed examiner, FEPC Region III (1943), later examiner in charge, Pittsburgh suboffice; played major role in negotiating settlement of work stoppage at Clairton Byproducts plant of Carnegie-Illinois Steel Corp.; field dir., Natl. Council for a Permanent FEPC (1947–48).
