Lehman, Herbert Henry

Biography: 

(1878–1963) (D-N.Y.), banker; New York lieutenant governor (1929–32); governor (1933–42); director general, UNRRA (1943–46); U.S. senator (1949–57). A persistent civil rights advocate in the Senate, he supported Senate rules changes, nondiscrimination amendments to labor and housing legislation, desegregation of schools on military bases, fair employment laws with enforcement powers, and legislation to protect service members from violence.
