(1909–98), black economist from Atlanta; economics instructor, Morehouse Coll., Spelman Coll., Atlanta U.; FEPC examiner, Region VII (Atlanta) (1943–45); later, member, Race Relations Inst., Fisk U.; wrote Equality of Opportunity: A Union Approach to Fair Employment (1956) (on the Packinghouse Workers Union), Minority Access to Federal Grants in Aid: The Gap between Policy and Performance (1976).
