(1895–1972), Justice Dept. clerk, asst. to atty. gen. (1915–21); asst. dir., Bureau of Investigation (1924); dir. (1925); established natl. fingerprint file (1925); established FBI (1935), remained its head until 1972. Periodically leveled charges against black leaders and their allies as subversives, Communists, or fellow-travelers.
