(1880–1965), ambassador to Japan (1932–42); special asst. to secy. of state Cordell Hull (1942–44), heading Far Eastern Div.; undersecy. of state (1944–45); acting secy. of state (Jan.–Aug. 1945). FEPC obtained information from him on employment of Japanese Americans (1944).
