Biography:
(1884–1975), Chicago business executive; Assistant Secretary of the Navy (1941); Undersecretary of the Navy (1944–45); deputy U.S. representative to UN (1947). Various FEPC, NAACP complaints on naval discrimination referred to him. He urged that Japan be given a warning before the use of the atomic bomb.
